It was exactly a year ago that Katalin Novák and Judit Varga resigned their posts in the wake of the clemency scandal. We still don’t know why the president chose to pardon Endre K, nor what Varga’s recommendation was when she passed on the request. And this is the crux of the matter: it could have happened in a way which made the pardon an act of the government, thus making PM Viktor Orbán’s responsible as well.
